His goal seems to have been that, if he got arrested, he would immediately cause so much trouble politically and economically for Russia from the US and the EU that Putin would have to back down. It's possible it could work.

Me: I think it's doubtful. Russia is too important to both the EU (economically) and the US (security reasons) for either of them to do more except chest-thumping.
