I think I know the difference between states and governments, thanks. In my
world, governments are merely specific manifestations of personnel within
states, and you can't have a government without a state. The state is the
locus of the right to coerce others into compliance. I can't imagine that
any government of any scale could function unless it was also a state.
Reality is too complicated, and people and circumstances too diverse.
Meanwhile, whatever one thinks about this pie-in-the-future-sky, Carrol is
hoping to wind up with a universally armed citizenry, without any overriding
police presence? That's not quite my idea of the telos of human
betterment... Sounds more like the OK Corral, without the sheriff.
