I don't see it as either/or. Popular movements can force politicians to adapt, and movements linked on a global scale can do it globally. And workers can organize across borders and fight capital on an appropriately large scale too. And taking state power can expose "progressives" to awful constraints - look at the Workers Party in Brazil, which capital is mostly quite pleased with.
