The Argentinian government is switching to open-source software too, but this is not restricted to poor countries only. Understand the german parliament and the german school system uses Linux. Mexico has a Linux school network, believe now for 3 or 4 years. China has its own Linux distribution: "Red Flag"!!

When I spoke with some high civil servants in Argentina, about 5 years ago, to switch to open-source, they actually told me, they prefer Microsoft, because it is easier and costs nothing (They actually use 'pirated' copies).

This list is open-source! I'm using at work (and home) exclusively open-source (initially Linux, now FreeBSD). Open-source is better, more stable and secure.

What makes me wonder: Some of the participants here, still use Gates rubbish software.
