--to say the Bush blew it is much different than saying that he 'knew it was going to happen' or 'planned it'... What he blew was what the US military industrial complex blew, a policy of alliance with very sick characters abroad to maintain US foreign policy priorities. None of this is 'secret' or 'conspiratorial', it's out there in the public record of course.
