Hi,

It is a rule of thumb in police misconduct litigation that a police failure in crowd control (and most other situations) is generally caused by failure to properly train, supervise, and deploy force, rather than the ratio of police to crowd.

This may not fit people'e preconceived politial imperatives, but is something that many of us have observed over the last 30 years of suing law enforcement for abuse.

Failure to properly train and supervise is a common allegation in police abuse lawsuits.
