Even though Plame's most recent incarnation was as an analyst, it seems
that in her former life she was a NOC, i.e., a deep undercover operative.
That was why she was kept more undercover than seems necessary given her
recent duties as analyst: it was to keep people from uncovering her
previous activities and following the links to other agents who are still
active. This makes the offense of uncovering her much more grave. And it
also makes it plausible that someone might have made a huge mistake here
in part because they were ignorant of her former life.
