Markets aren't efficient unless there are shortages. When there are shortages it is indeed gloriously efficient. But the way it works is, if shortages don't naturally exist, it needs to invent them. An elegant self-correcting mechanism, for the most part. Though sometimes laws are needed to outlaw pesky abundance in some markets, or for some commodities that exceptionally cheap to produce.
