But an egregiously biased special prosecutor couldn't even dig up enough evidence to establish the probable cause needed to indict Clinton for either of those criminal offences. Indeed, even the House prosecutors made no effort to demonstrate his criminal guilt on those charges--for the excellent reason that impeachment is a political, not legal, procedure.
