Chris is right. However, the PPP of many Russians (especially in Moscow and St Pete) will see their spending power diminish once individual households start paying for utilities, transportation, water, TAXES!!!. etc. All of these project are in the works.

The underlying stats are from Branko Milanovic of the World Bank, who 
did use PPP. Milanovic isn't some standard-issue WB hack either - 
he's somewhere left of center, though I'm not sure how far left.
