You needed to have claimed the child tax credit on your original 2002 return for a child born after 1986. (http://www.irs.gov/newsroom/article/0,,id=109811,00.html).

If your 2002 income was high enough, you would not get a refund check even with a qualifying dependent (the credit starts to phase out with modified AGI above $110,000, if married filing jointly; $55,000, if married filing separately; or $75,000, otherwise).
