With the fourth largest death row in America, Pennsylvania applies death sentences in a manner that is shockingly biased against the poor and people of color. Meanwhile, despite the findings of a Pennsylvania Supreme Court committee calling for a moratorium, Governor Rendell has continued to sign death warrants at a brisk pace.
