I would agree with this, esp. the latter sense.
I don't have a fleshed-out theory on this, but I suspect that "liberal 
democracy" as understood in the West (and we should remember that there are 
lots of kinds of different democracies) may be impossible in Russia for 
structural reasons, e.g., Russia's not a nation-state.
