foreign gangs and youth: the two main reasons for the crime rate's rapid increase...

people who don't share our values (foreigners) and people who don't want to share them anymore (the youth), sounds like typical "i am looking for a scapegoat" kind of approach.

besides, the figures for foreigners related crimes do _not_ show anything the police says it does.

for ex, the number of cases involving foreigners is about 1% the total nb of criminal offenses, even a sharp rise there would hardly affect the total number. besides the "crime rate" needs to be computed on a stable population, but the police fails to produce valid methods including the seasonal variations in migrant numbers etc. their figures are vague at best and do not reflect anything but a political will (cf ishihara -tokyo mayor- opinions on chinese people) to create an anti-minority atmosphere benefiting the conservative right.
