The EU is finally acting like the superpower it is. This, plus those welcome EU 
budget deficits (probably 4% of EU GDP), should jumpstart the world economy 
(it's worth noting that EIB funds are often matching funds, i.e. each euro of 
public investment is matched with a euro of private investment):
