Democracy. Specifically, according to the original Bonn plan that set up the Karzai government, a new constitution is supposed to be approved by January 2004 by a constitutional loya jirga, and new elections are supposed to be held under it by June 2004 (18 months and 24 months, respectively, after the Karzai government was set up in June 2002).
