I agree, but what is the materal and meaningful differerence? The process may be different but the the desired political ends the powers-that-be are the same. Russia, in this case has learned well from the west, it is preception only that counts.

The U.S. system is so advanced that journalists don't even need to be bribed to do the admin's work. The professional culture, an ingrained deference to power, and the eagerness to preserve "access" do the trick.
