WASHINGTON -- The Pentagon hopes to topple the Iraqi leadership without a<BR>
full-scale invasion of Baghdad by seizing the nation's key levers of power<BR>
and installing a new interim government even before Saddam Hussein's<BR>
regime has been deposed, military and administration officials said<BR>
