Kulaks generate enough surplus grain to feed urban population. Where irrigation facilities are available, even other peasants can generate some surplus grain. Punjab, Haryana are good examples. But my point is that world trade and the WTO are at the present of little consequence to vast sections of population in agriculture,if they don't sell grain and unlikely to do so in the foresseable future.What proportion of global "Third World" population in agriculture is part of/integrated with the world trade in foodgrains?
