Sounds, isn't. Horrible stuff. Even the Swedes agree it's one hell of an acquired taste. If you're that addicted to nicotine, nicotine patches or gum are probably better. If you just enjoy smoking, then a soggy teabag full of ground tobacco tucked inside your cheek probably isn't going to feel like much of a substitute.
The AEI are probably right that it shouldn't be illegal given the kind of stuff that is allowed, and reputable UK researchers are also onside with the Skoal people and the "harm reduction" doctrine. But my consumer advice to readers of lbo-talk is not to bother.
