--the latter, plus the right-'moderate' elements within the Dem party 
responding to overwhelming media/repub attacks on the Dems for letting 
911 happen, going light on sodom, etc...
The Gore folks were certainly interested in some formula to justify an 
invasion of Iraq, they just couldn't find it and didn't have the nerve 
to take the kinds of risks that Bush was willing to take.  Thus they 
stuck with other kinds of illegal warfare against Iraq, in the form of 
sanctions, no fly zones, random bombings,...
