Because Mr. Rumsfeld needs warm bodies to fill uniforms, and there aren't enough volunteers for the sort of treatment those poor mercs got in Fallujah the other day. This war president of ours and his staff may be notoriously incompetent at planning things like war or the Federal budget, but they seem to be pretty competent about domestic campaigning.
So there may exist detailed plans to restart conscription as Nader claims, but if so they'll wait on the shelf until the appropriate moment. Five minutes after the next big Al Qaida attack on the U.S.A., they'll go public with them, just like they did with the "PATRIOT ACT."
