Weird analogy for many reasons. So we just keep warming the globe until it turns into an oven?
So I guess this means Russia won't be signing, and therefore the treaty won't take effect. Right?

There has been some speculation that Russia is trying to exact concessions from the EU in preparation for joining the WTO (e.g. the EU wants Russia to cut its heavy subsidization of the economy). My own view is that, no, Russia won't sign.
