Charlottesville's mayor is Democrat Maurice Cox (who happens to be 
Black), and its city council has the Democratic majority, the sole 
non-Democratic council member being Republican Rob Schilling who, in 
2002, "became the first member of his party to win a seat on 
Charlottesville's City Council in 16 years" ("Charlottesville City
