I'd be very wary of articles like that, very short on information, 
heavy on happy anectdotal quotes.  one trick the army has used is to 
scale down their quotas, then they can say, 'oh look, our quotas 
continue to be met despite the bloodshed and unpopularity of the 
war...'..
