[Text] A meeting of the presidential candidate and the chairman of the pubic council on the restoration of the social-economic sector of the Chechen Republic, Alu Alkhanov, with his proxies has been held in Groznyy.

During the meeting he defined the main provisions of his election manifesto.

Alkhanov believes that stability and the rule of law should be the basis for the republic's revival, therefore, he intends "to wage pitiless struggle against banditry, extremism of all types and corruption".

For this, he said, "it is necessary to continue strengthening the republic's Interior Ministry, assist the federal forces in neutralizing illegal armed formations and countering the terrorist threat".

According to Alkhanov, "at least 150,000 new jobs are to be created in Chechnya over the next five years, which, together with the already working population, will lead to the employment of the bulk of the able-bodied population". Most of the new jobs will be created within two years, he said.

Speaking about the economic development in Chechnya, Alkhanov said his task was "to turn Chechnya from a subsidized part of the Russian Federation into a donor region for the federal budget".

According to his assessment, the republic possesses the necessary potential for that, first of all human. Also, there is oil, and "by resuming oil extraction, the republic can restore its economy".

The republic is already producing up to 2m t of oil per year, while in the next three to four years oil production is expected to reach 5m t per year, which will increase yearly tax revenues to the republic's budget to R3bn [about $100 million].

According to Alkhanov, Chechnya's social sector will be developing as intensively. An ambitious program to build new schools, hospitals and other social facilities will be implemented in Chechnya.
