The reported damage to flesh and structures seems
consistent, not with napalm, but with a newer type of
area effect flame death weapon: the fuel air
explosive.

The air becomes a mist of fire.  Very extreme, 21st
century-style nastiness.  

It's not difficult to imagine American commanders
ordering the use of this kill-tech to avoid fighting
in narrow streets, alleys and so forth.
