That's pretty much my theory too. At USA Inc. all policy is top down. Titles like Secretary of X mean nothing. As Secretary of X, your job is to do as you are told and make whatever GWB says work or make it look like it is working.
If GW says little green men from Mars are on Earth, planning a terrorist attack, then make sure you get at least one little green man behind bars. How you find one is your job.
Evidently most of the former cabinet had job performance issues.
