It is effective in the narrow sense of "propaganda" as defined in the second international: it deepens, strengthens, and expands the convictions of the audience but it does not work as "agitation" -- i.e., reaching and changing the minds of new people. Agitation (reaching new people) usually has to be through direct personal contact. But a really good propaganda film should energize and sharpen those carrying out the work of agitation.
