-Gorbatchev was responsible by the Soviet agriculture from 1978 to 1985. In 1978 (the last harvest before him) the harvest was 235 Mtons. From 1979 to 1984 it was between 170-190 Mtons. After he became Gen. Sec., the harvest improved again...maybe coincidence...but maybe not....
