Dunno. The NA in NAICS represents an attempt to harmonize the classification system in in the three NAFTA countries.

Years ago I talked to a Fed economist who said the whole PPI program was a mess - thousands of prices combined chaotically into a single misleading measure. Converting that from SIC to NAICS must be really messy.
