In my view, Chomsky's focus, whenever he discusses a foreign nation, is always its relation to American power. He usually has little to say about a foreign nation's internal politics. Ali (suddenly popular on LBO-talk!) has more to say about the history of Iraq than Chomsky does, and I recommend that you read _The Clash of Fundamentalisms_ and _Bush in Babylon_, if you haven't already. -- Yoshie
