Turns out that much of White House policy had been pretty much decided from day one and that O'Neill, Powell and other moderates or mavericks were just there for window-dressing, as a cover for the neo-conservatives, and were given scripted roles in public and internal meetings and conferences (very little debate and Bush almost never read briefs or asks any penetrating questions). O'Neill didn't play along with it and, of course, got axed. The book provides a good window into the current administration.
