Although blacks use less drugs than whites, they are much more likely to get 
arrested and charged. So guess who the focus of the following is?

"The Drug Provision of the Higher Education Act denies loans and other forms of financial
aid to youth who have received even one minor misdemeanor conviction on drug charges --
such as possession of a tiny amount of recreational marijuana.  To date, the Drug
Provision has denied higher education to 153,000 students, and discouraged unknown
thousands from even applying.  These young Americans come very largely from minorities and
economically disadvantaged families."
