During the glorious Yeltsin years of course.

Solzhenitsyn, by the way, says that there were three
Times of Troubles in Russian history: The original
period of chaos preceding the Romanov dynasty, teh
Civil War and Revolution, and the Yeltsin era.

Note that the Stalin era does not appear. The
implication is that Yeltsin was worse than Stalin.
