I wonder if that's a general rule in history; I would think it depends on who is recruited for the army and the police -- their class composition, etc. "Professionals" vs. draftees obviously makes a difference, though exactly what the difference is is not so obvious. As well as the specific historic conjunctures. Also, would there be a difference between the U.S. situation and various European countries.
Seems to me that anyone seriously interested in organizing for a revolution should study such questions very thoroughly. But history is a lot more difficult than many people realize; I prefer to leave it to the professionals. (Leftist professionals, of course.) :-)
