Before the FTAA meeting in Miami, the cops were given political sessions on how the protesters were not only violent and dangerous, but they were going to destroy the economy in Miami if the FTAA HQ didn't end up being based there as a result of the protests. So there was some worry at the top that the police wouldn't bash heads with the hoped-for alacrity-- they pulled in the big "jobs" thing for cops who are working class and are worried about where their kids, family, friends, etc. are going to get jobs: these protesters might destroy your livelihood, go get 'em.
