Or not so secret:
SEOUL, South Korea -- The United States has told South Korea it would like to withdraw a third of its 37,000 troops stationed on the peninsula by the end of next year, an official from Seoul says.
Details of the move came as the two countries met Monday to discuss U.S. plans for repositioning soldiers from the Cold War's last frontier.
The withdrawal would be the first major troop cut on the Korean Peninsula since the early 1990s when the two allies agreed to remove 7,000 U.S. troops
