It should be made abundantly clear that this is not only a 'war' economy but an economy driven by the reconstruction of Iraq's infrastructure, including power, water and industrial base (petroleum).

Perhaps, but there have been several reports of corruption in the reconstruction game.
So, although equipment may be ordered and personnel hired to move and use this equipment it seems much of the infrastructure reconstruction related gear and related services - have either been incompatible and, therefore useless (for example, American gas turbines that do not fit the Russian, Korean and Euro designed Iraqi plants) or not really ordered, shipped and serviced at all as in book cooking activities.
This accounts for some economic activity but I wonder how much in other words, are hundreds of thousands of workers seeing windfall benefits from what appears to mostly be a massive scam operation?
