Anatole France (pseudonym of Anatole-Francois Thibaut) wrote that the poor "must labor in the face of the majestic equality of the laws, which forbids the rich as well as the poor to sleep under the bridges, to beg in the streets, and to steal bread." In _Le Lys Rouge_ (1894), chap. 7.
