That's part of GDP, so yes. A problem is that it is valued only at labor cost. If you think it is worth more, this biases downward the GDP estimate for a country with a bigger public sector. The reverse would hold for one with a bigger military. Valuing at labor cost would bias the estimate upward, insofar as you think military spending is waste.
