I don't see racism as tribalism. Tribalism is what pits Serb against Croat and/or Bosnian but partners them up against Malawians. Tribalism pits Cherokee against Delaware but racism pits the Dutch against them. Racism is primary a European construct in the way it is practiced. Tribalism has existed since societies began to flourish but racism is relatively new in human history. New meaning the last 500 years.
