cops operate under the assumption everyone is guilty, which in practice means those they want to believe are guilty. they listen to their "gut" -- which is often full of beer, cheap donuts, contaminated fast food, gas, bacteria, etc.

"i suspect everyone." -- inspector clouseau.

when asked on the witness stand (assuming a lawyer is dumb enough to ask such a question; or thinks the jury might profit from hearing the answer) why they didn't investigate an alleged crime from both sides -- the way the movies and TV usually portray them as doing, in their unending quest for truth, justice and the american way -- their answer is "the law doesn't require us to," delivered lightening speed with a smirk.
