- But the coup may not necessarily have the effect of preventing an exodus 
from Haiti, in fact it might accelerate it given that lives of the Lavalas 
members are clearly in danger at the hands f Guy Phillipe and his death 
squads. Indeed Michael Ratner spoke of how the Bush admin. seems to have 
already anticipated this by preparing to divert refugees to Guantanamo - 
just like the old days. Most Americans, if asked, probably would not support 
the contrasting policy of giving Cuban refugees automatic asylum and fast 
track citizenship.
