What's the relevance of MR to the Left in developing countries in the twenty first century?
==========
I think this question will be answered differently by members of the Left in each developing country.
Only by reading the essays MR offers which discuss the condition of capitalism in a given country can you say, from your own point of view and comparing the information and opinions offered to your own understanding of course, whether or not MR is relevant for you.
For example, here is a link to recent MR articles (within the past 3-4 years) which discuss the Indian situation from a variety of perspectives -

Only a knowledgeble member of the Indian Left (or deeply immersed observers of the Indian scene) can say whether these are relevant or not.
I'm biased in favor of MR (which, along with Doug's LBO is one of few publications attempting to dissect modern capitalism with the fluid skill this moving target requires) and believe the answer to be yes but you may feel otherwise.
