I don't think anyone's claimed that mere conversation will get you thrown in jail. Printing up and/or distributing propaganda, however, is another story.

I've heard this too. A friend of mine who went to Cuba five or six years ago described going to a mass rally featuring Fidel. To get people to go there, the government closed the beaches, gave every one a paid day off, handed out free food and music, and looked the other way while half the people smoked weed and drank themselves blotto. He said people were openly contemptuous of the police and the regime when talking during Fidel's speech, with no apparent fear of informers.
