Probably yes. The local anti-war group never mobilized as many people on the streets as it perhaps could have because for the first two years it was never able to organize as much internal discussion as was needed.
But urging people to think isn't, incidentally, the way to get people to think. Just as "Let's talk about something interesting" will very rarely ingnite a boring party. :-) And I have very rarely seen the question, "Does anyone have any suggestions?" actually produce useful response.
