The alleged war criminals, Bush, Blair, Howard, Rumsfield, Powell, etc. need to be charged and tried by the International Criminal Court. In absentia should the rogue nations concerned refuse to surrender them. The ICC would need to enlarge its staff considerably, since there are a lot of criminals to deal with, but it could be done.
After they are found guilty, which seems inevitable given the evidence that we already know about, let alone the evidence that hasn't come to light yet, they should be sentenced to life imprisonment. In prisons located in the nations where the offenses took place. If their home countries continue to harbour the fugitives, then all international travel by citizens of these countries should be banned until the criminals are surrendered.
