Not at all. And while some of the circumstances really do look weird 
(his detention by the US -- let's not pretend that the "Iraqi police" are 
any kind of independent entity worth considering), I'm still inclined 
to the simplest explanation, which is that the guy was a run-of-the-mill 
war profiteer.

Could it be that the police in question were acting on their own initiative? How tightly overseen are the Iraqi police by the US? How centralized are they? Maybe some unit was trying to score some points with the US? To what extent are the Iraqi police "police" in the Western sense and how much loosely connected armed gangs?
