"simply" install such a reform? would that we had an organized left that could "simply" do such a thing...
in fact, if the right wing brought about such a reform ( more likely, given their organization, and materialist practice), it would be at least potentially good for democracy...unless the left kept waiting for godot, or whoever or whatever it is that is supposed to indicate the proper time, place and structure of social change...
